Why were Library 21's predictions so much more accurate than those of the rest of the Century 21 Exposition? According to Robert Hayes, "The library has always been an effective agency in using technology, in contrast to the technologists, who have inflated ideas of what can be done that are [often] unrealistic (23)." The librarian philosopher Jesse Shera described progress as "a balance between innovation and tradition. But progress is not a search for the middle of the road (24)."
